Description:

Overview: The Executive Director of Facilities Management and Planning provides strategic leadership, coordination, and administrative oversight to the integrated facilities construction, planning, management, real estate, environmental health and safety, and campus police functions of the University and its various campus components. The Executive Director will play an active role in campus master planning and campus building and renovation plans, including new construction projects: $90M Emerging Technologies and Innovation Center to house nano and bio-manufacturing facilities, $40M South Academic building, real property acquisition and adding approximately 2000 beds in new and renovated residence halls.

DUTIES AND RESPONSIBILITIES:
1. Provide overall leadership and coordination to the University's Facilities Planning, and Real Estate functions, ensure optimal integration, synergy, and cost-efficiency in the development and implementation of operating plans, systems, and procedures.

2. Develop and maintain currency of a comprehensive facilities Master Plan incorporating all institutional facilities and real estate assets; assume responsibility for facility master planning, advise senior and executive management on strategic and tactical facility planning, land and property acquisition and/or development, facility space use and other matters involving the use of physical assets; ensure that the Master Plan remains consistent with and responsive to the University's mission, goals and objectives, and overall strategic plan.

3. Oversee and evaluate all University facilities management operations; provide administrative direction to ensure that all facilities planning, development, construction, and management activities and initiatives are consistent with the University's strategic, operational, and fiscal needs and objectives.

4. Provide leadership and guidance to achieve greater energy efficiencies in all facilities operations, leading initiatives to develop strategies to obtain the greatest economies in energy purchases, direct efforts to attain increasingly high conformance to LEED standards, and promote responsible and productive sustainability/green focused efforts in all facilities activities.

5. Assume responsibility for the management, effective use and functional performance of all utility equipment and energy at the University. Establish and implement policies and manage the use of energy including the purchase, tracking, and analysis of energy commodities (oil, gas and electricity).

6. Assume responsibility for environmental and workplace safety at the University. Oversee coordination and technical assistance to the campus for compliance with hazardous waste management and disposal, asbestos hazard identification and abatement, code compliance, ADA compliance, and other health and safety matters, as assigned and as needed for compliance with State and Federal regulations; provide management of safety programs and expertise in mandated regulations set by OSHA, EPA, DEP and other City, State and Federal regulatory agencies.

7. Oversee campus police/public safety, the expansion of community policing activities and the coordination/collaboration with local police in the maintenance of a safe community environment.

8. Establish and implement policies as well as managing all design, engineering and construction activities. Assume overall responsibility for the success of all construction related projects, including prudent budgetary management, scheduling, safety, reliability and functional performance.

9. Design, establish and maintain an organizational structure and staffing to effectively accomplish the organization's goals and objectives, develop expectations for performance and standards of excellence; oversee recruitment, training, supervision, and evaluation of unit staff.

10. Develop and manage annual budgets for the facilities departments and perform periodic cost and productivity analyses.

11. Participate in collective bargaining activities including contract administration and negotiations and serve in grievance hearing officer role.

12. Establish and implement short- and long-range facility renovation and renewal goals (including the tracking of deferred maintenance), objectives, strategic plans, policies, and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effect changes required for improvement.

13. Represent the university to various institutional divisions as well as externally to the media, governmental agencies, prospective funding agencies and individuals, prospective vendors, and/or a range of constituencies within the community at large.

14. Perform other related duties and responsibilities as assigned.

Minimum Requirements:
• Bachelor’s Degree related to Business Administration, Architecture, Engineering, Construction Management or related discipline.
• Valid Massachusetts professional registration in Architecture or Engineering, or ability to promptly transfer registration from another state highly desirable.
• At least 10 years of increasingly responsible experience in facilities management, including capital planning, management of construction projects and other activities related to the duties and responsibilities specified.
• Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
• Demonstrated knowledge and understanding of the facilities and physical plant requirements of a large, diverse, multipurpose public institution.
• Demonstrated expertise in the planning, programming, development and implementation of renovation and new construction projects.
• Knowledge of real estate management principles and techniques.
• Knowledge and understanding of the mission, goals, and objectives of a major educational and research institution.
• Knowledge and understanding of the principles, processes, and requirements for campus master planning, development and implementation within a public institution.
• Prior experience in a unionized setting including negotiations, contract administration, and grievance hearing officer role.
• Advanced leadership skills and the ability to effectively coordinate multiple institutional programs and initiatives.
• Demonstrated skill in capital and facilities budget management.
• Demonstrated ability to foster a cooperative work environment.
• Demonstrated employee development and performance management skills.
• Demonstrated advanced verbal and written communication skills and the ability to present effectively to small and large groups.
• Demonstrated organizational planning, structuring, and staffing skills.

Supervision Received:  Reports to the Vice Chancellor for Administration, Finance, Facilities, and Technology
